Report: Tribal gaming revenue declining in Wis. - TODAY'S TMJ4
MILWAUKEE (AP) -- A new report shows tribal gaming revenue in Wisconsin has declined.
Gaming by the state's 11 tribes generated about $1.2 billion in 2011, down nearly 5 percent from 2007.
The Casino City's Indian Gaming Industry report says Wisconsin is one of seven states where tribal gaming revenue has declined.
Twenty-eight states have tribal casinos.
Nationally, tribal gaming revenue is up. Tribal casinos took in about $27 billion in 2011, up $3.4 percent from the previous year.
The Journal Sentinel (http://bit.ly/XC9ota ) says despite the decline in revenue, tribal gaming profit in Wisconsin has increased by about $23 since 2009 to nearly $577 million in 2011.
The state Legislative Audit Bureau says tribal payments to the state are up 2.5 percent since mid-2010.

WADA says Pistorius substance isn't banned

JOHANNESBURG - The substance found in Oscar Pistorius' bedroom after the shooting death of his girlfriend was identified by his representatives Wednesday as Testis compositum - an herbal remedy they said is used for "muscle recovery." A product by that name also is sold as a sexual enhancer.
Testis compositum is marketed by some online retailers in both oral and injectable forms as a testosterone booster and sexual performance aid that contains the testicles, heart and embryo of pigs, among other ingredients. Some online retailers also say it can be used to treat fatigue.
At the Paralympian's bail hearing last week in the shooting death of Reeva Steenkamp, police said they found needles in Pistorius' bedroom along with the substance, which a detective initially named in court as testosterone. Prosecutors later withdrew that statement identifying the substance and said it had been sent for lab tests and couldn't be named until those tests were completed.
Pistorius spokeswoman Lunice Johnston said in an email to The Associated Press that the athlete's lawyers had confirmed that the substance is Testis compositum.
In the email, Johnston wrote that the product was being used "in aid of muscle recovery." She did not say whether the substance was the same as the product that is sold as a sex enhancer.In court, Pistorius defense lawyer Barry Roux said the substance was not banned by sports authorities.
The World Anti-Doping Agency said its science department had already been made aware of the substance and that it wasn't banned.
"It would appear to be a homeopathic treatment, and these treatments are not prohibited by the list," WADA said in a statement to the AP.
Arne Ljungqvist, chairman of the International Olympic Committee's medical commission, told the AP he had not heard of the product but that it sounded like "a real cocktail, all pointing in the same direction, namely having something to do with testosterone."
"This sounds to me like something that needs to be analyzed in order to make sure what it is," Ljungqvist said in a phone interview. "You cannot ban something simply on claims and names. It needs to be looked into. Even saying that it is testosterone boosting, it could contain some precursors. It needs to have some analysis."
Pieter Van Der Merwe, director of South Africa's Doping Control Laboratory in Bloemfontein, declined to comment on whether a sample from Pistorius had been sent to that laboratory for testing.
Pistorius was charged with premeditated murder in the Valentine's Day shooting death of Steenkamp. He says he shot her by accident after mistaking her for an intruder in his home. Prosecutors allege he intended to kill her.
Police took Pistorius for a medical examination when he was arrested on Feb. 14, which included blood-alcohol tests, they said. The substance found in his bedroom was also being tested by police, who haven't released results.
Pistorius, a multiple Paralympic champion, underwent two doping tests in London last year around the Paralympics, the International Paralympic Committee has said. He tested negative for any banned substances in both tests in August and September.
A product called Testis compositum is made by Biologische Heilmittel Heel GmbH, based in Baden-Baden, Germany. The company website says it is one of the world's leading makers of homeopathic combination medications.
A U.S. subsidiary, Heel USA Inc., advertises the product in tablet form only and spokeswoman Joan Sullivan said she didn't know if injectable versions are sold in other countries. Heel USA's website says the product provides temporary relief for men's "sexual weakness" and lack of stamina.
The U.S.-sold tablets contain 23 ingredients, including pig testicles, pig heart, pig embryo and pig adrenal gland, cortisone, ginseng and other botanicals. It also contains several minerals, according to a list Sullivan provided.
Charles Yesalis, a Penn State professor emeritus and expert on steroid use in sports, said animal steroids likely wouldn't have an athletic performance-enhancing effect unless taken in huge quantities. Even so, he said many elite athletes would be wary of using such supplements because they can be laced with banned substances and few would want to risk it.
The company website listed a South African subsidiary as ModHomCo (Pty) Ltd., based in Centurion, near Pretoria. That company couldn't immediately be reached for comment.

To place too much emphasis on the relationship between violence and the media is a simplistic answer to a very complex problem ? a problem that is ultimately brought about by the deterioration of the basic unit of society, the family. The family unit has been manipulated and distorted over the past 50 years to the extent that it is barely recognizable, and the results are obvious.
Research shows that it is through a loving and supportive family life that parents and children learn discipline, responsibility, compassion, and a sense of fulfillment, and thus become a positive influence on one another and society as a whole. But for too many, marriage has become "irrelevant" and children "a complication."
Until America strengthens its families through respect for traditional marriage and freedom of religion, and takes personal responsibility for not only ourselves but others, our society will continue to struggle with selfishness and ultimately fail as a culture that has much to offer its own citizens and the citizens of the world.

The Jan. 28 Focus article "So where are we now?" asks why the US economy is lagging. A few of us may answer: The economy lags when government takes money from the pockets of those who work for a living ? money that consumers cannot spend as they see fit. Government is not a multiplier; it is a subtracter. A government can print money, but it cannot produce wealth.
This government has, to an unnecessary degree, inserted itself between the consumer and the producer, leading to a middleman that makes costly decisions that should be made by consumers.
Less government is the answer.

Just over half of Americans have more emergency savings than credit card debt, according to a new Bankrate.com survey released Monday. This is a slight improvement over the last two years, when 54 and 52 percent, respectively has more emergency savings than credit card debt.
?The proportion of people with more emergency savings than credit card debt hasn't changed much," said Greg McBride , CFA, Bankrate.com's senior financial analyst, in a statement. "Given the poll's 3.5 percent ?margin of error, one can make the argument that consumers haven't moved the needle at all over the past 24 months."
A recent Corporation for Economic Development report similarly found that nearly half of American households (43.9 percent) are lacking a rainy day fund, a personal safety net to prepare for emergencies or future needs. The equivalent of 132 million people are considered ?liquid asset poor,? meaning they lack the savings to cover basic expenses for three months if a family member lost their job or suffered a medical emergency or other crisis that would lead to a loss of steady income.
The prolonged economic downturn has made it challenging for many households to start or maintain an emergency fund. save during the prolonged economic downturn. Many families feel forced to dip into their rainy day, or even retirement savings, to meet daily expenses.
The difficult of establishing an emergency fund is reflected in Bankrate?s Financial Security Index, which dropped to 96.8 in February from 98.6 last month. A reading of 100 means consumers' feelings of financial security are unchanged from one year ago; the index has been below 100 ? a sign of deteriorating financial security ? in 25 of the 27 months since its inception.
Among the components that comprise the index, net worth was the only one to show improvement from January to February. Bankrate attributed this to rebounding home prices and the surging stock market. Job security, savings, debt and overall financial situation each declined in February. When consumers were asked whether they are feeling better, worse or about the same now versus one year ago, net worth was also the only component to register in positive territory. Among the highest-income households (income of $75,000 per year or more), all five components declined over the past month.
Because of low interest rates, traditional savings and money market accounts offer meager yield rates, but they do provide investors with easy accesss to their cash in case of an emergency.
Experts recommend several strategies for building an emergency savings fund, among them, using automatic account transfers to earmark a reasonable amount from each paycheck to savings; planning ahead to budget for fun activities, imposing a 24-hour embargo on impulse purchases, and using cash instead of credit cards .

DAYTONA BEACH, Fla. (AP) ? At least 33 fans were injured Saturday during a NASCAR race when a car flew into the fence at Daytona International Speedway, hurling a tire and large pieces of debris into the stands.
The accident happened on the last lap of the second-tier Nationwide Series race on the eve of Sunday's Daytona 500, which officials said would go on as scheduled.
The crash began as the field approached the checkered flag and leader Regan Smith attempted to block Brad Keselowski to preserve the win. That triggered a chain reaction, and rookie Kyle Larson hit the cars in front of him and went airborne into the fence.
The entire front end was sheared off Larson's car, and his burning engine wedged through a gaping hole in the fence. Chunks of debris from the car were thrown into the stands, including a tire that cleared the top of the fence and landed midway up the spectator section closest to the track.
The 20-year-old Larson stood in shock several yards away from his car as fans in the stands waved frantically for help. Smoke from the burning engine briefly clouded the area, and emergency vehicles descended on the scene.
Ambulance sirens could be heard wailing behind the grandstands at a time the race winner would typically be doing celebratory burnouts.
"It was freaky. When I looked to my right, the accident happened," said Rick Harpster of Orange Park, Fla., who had a bird's-eye view of the wreck. "I looked over and I saw a tire fly straight over the fence into the stands, but after that I didn't see anything else That was the worst thing I have seen, seeing that tire fly into the stands. I knew it was going to be severe."
Shannan Devine, of Egg Harbor Township, N.J., was sitting about 250 feet away from where the car smashed into the fence and could see plumes of smoke directly in front of her.
"I didn't know if there was a car on top of people. I didn't know what to think. I'm an emotional person and I immediately started to cry. It was very scary. Absolutely scary. I love the speed of the sport. But it's so dangerous," said Devine who was planning to attend her second Daytona 500.
She said many fans got in the way of rescue efforts by trying to take pictures and videos, even jumping over fencing in hopes of getting closer to the scene.
Speedway President Joie Chitwood said 14 fans were treated on site, and 14 others were taken to hospitals. Chitwood didn't give any updates on their conditions. Local officials said 19 fans were taken to neighboring hospitals, including two who were in critical condition but were later upgraded to stable.
The accident happened the day before the Sprint Cup Series season-opening Daytona 500 ? NASCAR's version of the Super Bowl. Daytona workers could be seen repairing the large section of fence where Larson hit, as well as the wall that was damaged in the accident.
"First and foremost our thoughts and prayers are with our race fans," Chitwood said. "Following the incident we responded appropriately according to our safety protocols, and had emergency medical personnel at the incident immediately.
"We're in the process of repairing the facility and will be ready to go racing tomorrow."
As emergency workers tended to injured fans and ambulance sirens wailed in the background, a somber Tony Stewart skipped the traditional post-race victory celebration.
Stewart, who won for the 19th time at Daytona and seventh time in the last nine season-opening Nationwide races, was in no mood to celebrate.
"The important thing is what is going on on the frontstretch right now," said Stewart, the three-time NASCAR champion. "We've always known, and since racing started, this is a dangerous sport. But it's hard. We assume that risk, but it's hard when the fans get caught up in it.
"So as much as we want to celebrate right now and as much as this is a big deal to us, I'm more worried about the drivers and the fans that are in the stands right now because that was ... I could see it all in my mirror, and it didn't look good from where I was at."
The accident spread into the upper deck and emergency crews treated fans on both levels. There were five stretchers that appeared to be carrying fans out, and a helicopter flew overhead. A forklift was used to pluck Larson's engine out of the fence.
"It's a violent wreck. Just seeing the carnage on the racetrack, it's truly unbelievable," driver Justin Allgaier said.
It was a chaotic finish to a race that was stopped for nearly 20 minutes five laps from the finish by a 13-car accident that sent driver Michael Annett to a hospital, where his Richard Petty Motorsports team said he would be held overnight with bruising to his chest.
The race resumed with three laps to go, and the final accident occurred with Smith trying to hold off Keselowski through the final turn.
"I tried to throw a block. It's Daytona, you want to go for the win here," Smith said. "I don't know how you can play it any different other than concede second place, and I wasn't willing to do that today. Our job is to put them in position to win, and it was, and it didn't work out."
As the cars began wrecking all around Smith and Keselowski, Stewart slid through for the win, but Larson plowed into Keselowski and his car was sent airborne into the fence. When Larson's car came to a stop, it was missing its entire front end. The 20-year-old, who made his Daytona debut this week, stood apparently stunned, hands on his hips, several feet away from his car, before finally making the mandatory trip to the care center.
He said his first thought was with the fans.
"I hope all the fans are OK and all the drivers are all right," Larson said. "I took a couple big hits there and saw my engine was gone. Just hope everybody's all right."
He said he was along for the ride in the last-lap accident.
"I was getting pushed from behind, I felt like, and by the time my spotter said lift or go low, it was too late," Larson said. "I was in the wreck and then felt like it was slowing down and I looked like I could see the ground. Had some flames come in the cockpit, but luckily I was all right and could get out of the car quick."
It appeared fans were lined right along the fence when Larson's car sailed up and into it, but Chitwood indicated there was a buffer. He said there would be no changes to the seating before the Daytona 500.
"We don't anticipate moving any of our fans," Chitwood said. "We had our safety protocols in place. Our security maintained a buffer that separates the fans from the fencing area. With the fencing being prepared tonight to our safety protocols, we expect to go racing tomorrow with no changes."
Larson's car appeared to hit where the cross-over gate ? a section that can be opened for people to travel back and forth from the infield to the grandstands ? is located in the fence. Previous accidents in which drivers hit crossover gates were severe, but the gates were in the wall and not the fence for Mike Harmon's accident at Bristol in 2002 and Michael Waltrip's at the same track in 1990.
Still, NASCAR senior vice president Steve O'Donnell said it would be studied.
"I think we look at this after every incident," O'Donnell said. "We've learned in the past certain protocols put in place today are a result of prior incidents. Again, our initial evaluation is still ongoing. But it's certainly something we'll look at. If we can improve upon it, we'll certainly put that in play as soon as we can."
Larson had been scheduled to race his sprint car later Saturday night in Ocala, Fla., and even seemed restless to get there during the late stages of the Nationwide race. He pulled out of the event following the accident.
"Honestly, the race itself pales in comparison to the injuries sustained by the fans," said Chip Ganassi, the team owner who has Larson in his driver development program. "Our thoughts and prayers go out to all the fans that were injured as a result of the crash. As for Kyle, I am very happy that he is OK."
Keselowski watched a replay of the final accident, and said his first thoughts were with the fans. As for the accident, he agreed he tried to make a winning move and Smith tried to block.
"He felt like that's what he had to do, and that's his right. The chaos comes with it," Keselowski said. "I made the move and he blocked it, and the two of us got together and started the chain events that caused that wreck. First and foremost, just want to make sure everyone in the stands is OK and we're thinking about them."
Keselowski said the incident could cast a pall on the Daytona 500.
"I think until we know exactly the statuses of everyone involved, it's hard to lock yourself into the 500," Keselowski said. "Hopefully, we'll know soon and hopefully everyone's OK. And if that's the case, we'll staring focusing on Sunday."

Friday night updateSouthern Regional Police have charged a New Freedom man with stealing a charity jar from a Rutter's Farm Store, according to a news release.
Gary Lee Richmond, 47 of Independence Drive took the money jar that was to be given to Support Our American Recruits, police said.
SOAR sends charity packages and Valentine's Day care packages to troops stationed abroad.
Richmond was identified by a Southern Regional Police officer after he was caught on surveillance footage.

Police are looking for a man they say took a jar containing money for a charity that supports troops from a Rutter's Farm Store in New Freedom.
Around 9:45 p.m. Jan. 23, a man got out of a light-colored minivan and entered the Rutter's to return two packs of cigarettes, according to Southern York County Regional Police.
While the clerk was distracted, the man stole a donation jar containing money for Support Our American Troops (SOAR), a charity that sends Valentine's Day care packages to local troops stationed abroad, police said. He put the jar under his jacket and left.
Police ask anyone who recognizes the man to call 717-235-3944.

BEER-SHEVA, Israel, February 21, 2013 -- Rocket attacks in Sderot, Israel significantly increase the likelihood of miscarriages, according to a new study by Ben-Gurion University of the Negev (BGU) researchers.
The study, published in the January issue of Psychosomatic Medicine Journal of Bio-behavioral Medicine, compared 1,341 pregnancies of women (exposed group) who resided in Sderot, an area exposed to frequent rocket fire, with 2,143 pregnancies of women who lived in Kiryat Gat (unexposed group), which is out of range of missiles. Among women residing in the exposed town, the number of weekly alarms during the 6 months preconception was 2.2 with a range of 0 to 15.3. During pregnancy, the mean weekly alarm rate was 3.5 with a range of 0 to 31.
The study found that exposure to rocket attacks increased miscarriages (also known as Spontaneous Abortion) (SA) risk by 59 percent, as compared to women not experiencing this stress during or before pregnancy (in Sderot 6 percent compared with 4.7 percent in Kiryat Gat).
The Israeli southern town of Sderot has been a constant target of rocket firing from the Gaza Strip since 2001. The rocket attacks are preceded by a warning alarm that informs residents to seek shelter. These alarms are loud, sudden as well as stress inducing because they are sounded only few seconds before the rocket hits the town. Between April 2001 and December 2008, more than 1000 alarms have been sounded in or near Sderot -- 500 during 2008 alone. Rockets have fallen and exploded within the town, killing residents and causing property damage.
The researchers also found that among the residents of Sderot those with both the lowest and highest level of exposure to rocket alarms during pregnancy had higher risk for SA than those with intermediate exposure. Researchers suggested that this finding may be explained by dysregulation of cortisol, a known stress hormone, explain Tamar Wainstock, Ph.D candidate and Professor Ilana Shoham-Vardi at BGU's Department of Public Health, Faculty of Health Sciences. "However, as the number of alarms intensified, the risk was elevated again possibly with increased cortisol level, or alternatively, with reduced cortisol level, as found in Post Traumatic Stress Disorders, which itself may increase the risk for adverse pregnancy outcomes."

Insects inspiring new technology: Autonomous navigation of mobile robots based on locust vision
Feb. 21, 2013 ? The way in which the locust's distinctive visual system could be transferred into technology for state of the art vehicle collision sensors, surveillance technology and video games has been detailed as part of robotics research being carried out by an academic from the University of Lincoln (UK).
Scientists from the University of Lincoln and Newcastle University have created a computerised system which allows for autonomous navigation of mobile robots based on the locust's unique visual system.
The work could provide the blueprint for the development of highly accurate vehicle collision sensors, surveillance technology and even aid video game programming, according to the research published this week.
Locusts have a distinctive way of processing information through electrical and chemical signals, giving them an extremely fast and accurate warning system for impending collisions. The insect has incredibly powerful data processing systems built into its biology, which can in theory be recreated in robotics.
Inspired by the visual processing power built into these insects' biology, Professor Shigang Yue from the University of Lincoln's School of Computer Science and Dr Claire Rind from Newcastle University's Institute of Neuroscience created the computerised system.
Their findings are published in the International Journal of Advanced Mechatronic Systems.
The research started by understanding the anatomy, responses and development of the circuits in the locust brain that allow it to detect approaching objects and avoid them when in flight or on the ground.
A visually stimulated motor control (VSMC) system was then created which consists of two movement detector types and a simple motor command generator. Each detector processes images and extracts relevant visual clues which are then converted into motor commands.
Prof Yue said: "We were inspired by the way the locusts' visual system works when interacting with the outside world and the potential to simulate such complex systems in software and hardware for various applications. We created a system inspired by the locusts' motion sensitive interneuron -- the lobula giant movement detector. This system was then used in a robot to enable it to explore paths or interact with objects, effectively using visual input only."
Funded by the European Union's Seventh Framework Programme (FP7), the research was carried out as part of a collaborative project with the University of Hamburg in Germany and Tsinghua University and Xi'an Jiaotong University, China.
The primary objective of the project, which started in 2011 and runs for four years, is to build international capacity and cooperation in the field of biologically inspired visual neural systems.
Prof Yue explained: "Effective computer vision is a major research challenge. Vision plays a critical role in the interaction of most animal species, and even relatively low order animals have remarkable visual processing capabilities. For example, insects can respond to approaching predators with remarkable speed. This research demonstrates that modelling biologically plausible artificial visual neural systems can provide new solutions for computer vision in dynamic environments. For example, it could be used to enable vehicles to understand what is happening on the road ahead and take swifter action."
Dr Claire Rind has been working on the locust's visual system for several years.
She said: "Developing robot neural network programmes, based on the locust brain, has allowed us to create a programme allowing a mobile robot to detect approaching objects and avoid them. It's not the conventional approach as it avoids using radar or infrared detectors which require very heavy-duty computer processing. Instead it is modelled on the locust's eyes and neurons as the basis of a collision avoidance system.
"Taking this work forward we want to apply it to collision avoidance systems in vehicles which is a major challenge for the automotive industry. While some collision-avoidance features are pricey options on luxury cars, their performance is not always as good as it could be -- and they come at a high cost. This research offers us important insights into how we can develop a system for the car which could improve performance to such a level that we could take out the element of human error."

AP Backs Down, Will Acknowledge Legal Marriages with - Firedoglake
The Associated Press, only two months after from the announcement that the word ?homophobia? did not meet their style guidelines, decided last week to be homophobic. Their guidelines would now no longer permit the use of ?husband? or ?wife? for persons in legal marriages when the partner was same-sex.
GLAAD summarizes the AP position:
GLAAD reached out to the Associated Press today for clarification on a memo reportedly circulated today that appears to instruct writers to use different vocabulary to describe legally married same-sex couples than they would use to describe opposite-sex couples.
This morning, journalist and media reporter Jim Romenesko posted this item, regarding an internal memo from the Associated Press that covered how they choose to refer to a same-sex couple that is married:
SAME-SEX COUPLES: We were asked how to report about same-sex couples who call themselves ?husband? and ?wife.? Our view is that such terms may be used in AP stories with attribution. Generally AP uses couples or partners to describe people in civil unions or same-sex marriages.
Later, AP spokespeople told Romenesko that the memo had been revised and reissued, and that this was the correct version:
SAME-SEX COUPLES: We were asked how to report about same-sex couples who call themselves ?husband? and ?wife.? Our view is that such terms may be used in AP content if those involved have regularly used those terms (?Smith is survived by his husband, John Jones?) or in quotes attributed to them. Generally AP uses couples or partners to describe people in civil unions or same-sex marriages.
The ensuing protest included an effort by one physician in the Central Valley of California to organize couples to write to the AP one at a time to advise that ?we regularly use these terms.? Now, though, the AP has backed down. The AP will use the term ?husband? to apply to a male partner in any legal marriage and the term ?wife? to apply to the female partner in any legal marriage, regardless of the gender of the partner.
Another small step for equality.
The Associated Press stated Thursday that ?husband? and ?wife? are ?acceptable in all references? to same-sex married couples, reversing an internal style guidance initially publicized by Jim Romenesko this past week.
In a news release Thursday, the AP states, ?The following entry was added today to the AP Stylebook Online and also will appear in the new print edition and Stylebook Mobile, published in the spring.? This is the new entry:
husband, wife: Regardless of sexual orientation, husband or wife is acceptable in all references to individuals in any legally recognized marriage. Spouse or partner may be used if requested.
The style guidance issued this past week had said the terms ?husband? or ?wife? could only could be used with same-sex married couples ?if those involved have regularly used those terms ? or in quotes attributed to them.? Instead, the guidance continued, ?Generally AP uses couples or partners to describe people in civil unions or same-sex marriages.?
Nice to see the AP agree that the legal marriages in the nine states (and DC) that permit them aren?t any different with regard to how the partners? titles should be reported. What a silly unforced error by AP!

Miami president Donna Shalala came out swinging on Monday in response to the NCAA?s 52-page report that detailed how the NCAA came to gather tainted evidence in its case against Miami. In a statement released by the university, Shalala stated, ?we have been wronged in this investigation, and we believe that this process must come to a swift resolution, which includes no additional punitive measures beyond those already self-imposed.? A reminder of what the athletic department has already self-imposed:- Miami has given up two bowl games and what would have been the program's first ACC championship game appearance since joining the league.
- The Canes have reduced their official recruiting visits.
- They have reduced their contacts and evaluation days in the fall.
- They have reduced the number of scholarships.

McCain defends immigration plan to angry residents
PHOENIX (AP) ? Arizona took center stage in the national immigration debate Tuesday as Homeland Security Secretary Janet Napolitano toured the state's border with Mexico and Sen. John McCain defended his proposed immigration overhaul to an angry crowd in suburban Phoenix.
The presence of the top officials is the latest sign that Arizona will play a prominent role in the immigration debate as President Barack Obama looks to make it a signature issue of his second term.
Napolitano toured the border near Nogales with the highest-ranking official at U.S. Customs and Border Protection, the incoming chairman of the Senate's homeland security committee and an Arizona congressman. Napolitano, Arizona's former governor, said afterward that comprehensive immigration reform will strengthen the nation's border against criminals and other threats.
Also Tuesday, McCain hosted two town hall meetings in Arizona, during which he defended his immigration plan to upset residents concerned about border security. A bipartisan group of senators ? including Arizona Republicans McCain and Jeff Flake ? want assurances on border security as Congress weighs what could be the biggest changes to immigration law in nearly 30 years. Arizona is the only state with both of its senators working on immigration reform in Congress, a sign of the state's widely debated border security issues.
Immigration activists and elected officials say it's only natural for Arizona to continue to take the forefront in the national conversation on immigration after years of internal debate on the topic.
"No state in this country has had more experience with enforcement-only immigration laws than Arizona," said Todd Landfried, executive director of Arizona Employers for Immigration Reform, which opposes the state's tough immigration laws.
During a heated town hall gathering in the Phoenix suburb of Sun Lakes, McCain said the border near Yuma is largely secure, but he said smugglers are using the border near Tucson to pump drugs into Phoenix. He said immigration reform should be contingent on better border security that must rely largely on technology able to detect border crossings.
McCain said a tamper-proof Social Security card would help combat identity fraud, and noted any path to citizenship must require immigrants to learn English, cover back taxes and pay fines for breaking immigration laws.
"There are 11 million people living here illegally," he said. "We are not going to get enough buses to deport them."
Some audience members shouted out their disapproval.
One man yelled that only guns would discourage illegal immigration. Another man complained that illegal immigrants should never be able to become citizens or vote. A third man said illegal immigrants were illiterate invaders who wanted free government benefits.
McCain urged compassion. "We are a Judeo-Christian nation," he said. McCain's other town hall meeting took place in Green Valley, south of Tucson.
Arizona gained international recognition as an epicenter of the U.S. immigration debate when it passed its tough anti-immigrant law in 2010. A handful of other states ? including Georgia, Indiana, South Carolina and Utah ? have since adopted variations of Arizona's law.
Arizona has the nation's eighth-highest population of illegal immigrants, according to the Pew Research Hispanic Center. In 2010, illegal immigrants represented roughly 6 percent of the state's population.
Activists said Arizona's anti-immigrant laws inspired many illegal immigrants to demand more rights. Last week, some college students rallied outside Arizona Gov. Jan Brewer's office for driver's licenses for illegal immigrants.
"They no longer are afraid to come and say, 'I am not able to vote, but I can make my voice heard, and they have to listen to me,'" said community organizer Abril Gallardo.
A report released in January showed the U.S. Border Patrol's Tucson sector remains the busiest along the U.S.-Mexico border. The Tucson sector accounted for 38 percent of all drug seizures and 37 percent of all apprehensions along the border.
Brewer said last week the border cannot be declared safe until the people living near it feel secure from drug and human trafficking.
But Democratic Congresswoman Kyrsten Sinema of Arizona told Latino and black community leaders at a Phoenix luncheon Tuesday that Arizonans need to spread the word on how much more secure the border has become.
"There are lots of folks who don't live in Arizona who have no idea what the border is like," Sinema said.
Napolitano toured the border Tuesday afternoon with U.S. Customs and Border Protection Deputy Commissioner David Aguilar, Democratic Rep. Ron Barber of Arizona and Democratic Sen. Tom Carper of Delaware. Carper is the incoming chairman of the Homeland Security and Governmental Affairs Committee.
She said in a statement after the tour that border crossings are down 50 percent since 2008 and 78 percent since their peak in 2000.
